and compliance approaches to assure public

timescales are needed that:

• Are consistent with sustainability and proper
..utilization of current economic resources

• Result in a “meaningful” standard that
..protects public health and safety in a
..constructive and equitable manner; and

• Would be reasonable and implementable
..in regulatory environment
